BRAWLEY – An Imperial Valley renewable energy project that has been years in the making may finally break ground by early next year, according to its founder. California Ethanol + Power president and CEO David Rubenstein said Tuesday he expected to have the $950 million in financing needed for the project by late August, and he estimated groundbreaking could take later this year or early next.
