California Ethanol + Power and Hoffman Construction Company Commit to a Target Price EPC Contract for Imperial County Project
Hoffman Construction Company is one of the largest full-service general contractors in the US. Founded in 1922, the company has a portfolio of major commercial, healthcare, industrial and energy, aviation, infrastructure, and institutional sites, with offices and operations in Arizona, California, Idaho, Oregon, Washington and Texas. To complete the 160-acre project, the firm expects to enlist an experienced team of subcontractors including Harder Mechanical and Dynalectric of San Diego along with major equipment suppliers.

As part of the subcontractor team, Harder Mechanical is a nationally recognized contractor dedicated to safety and quality project delivery, while adhering to schedule and budget constraints. Based in Portland, Oregon, the company works primarily in the western U.S. and maintains regional offices in Phoenix, AZ, Richmond, CA, Salt Lake City, UT, and Reno, NV. Dynalectric San Diego is one of the largest full service electric providers in the region. Their experienced multi-disciplinary team provides design, preconstruction, and construction services for high, medium and low voltage electrical systems. Dynalectric Company has divisions in Arizona, Colorado, Nevada, Oregon, and Washington DC and is a wholly owned subsidiary of EMCOR Group, Inc.
The design integration of pre-selected major suppliers will be performed utilizing an integrated project delivery approach starting with a Limited Notice to Proceed, following an Integrated Project Delivery approach leading to a GMP.
The contracting team joins the existing development and engineering consultants working on the project, including development advisors from SOCOTEC Advisory, LLC and the global engineering firm of Black & Veach, which is responsible for independent review of the design and project delivery and target pricing. Additionally, the El Centro-based civil engineering and design firm DuBose Design Group is engaged in the project for site and infrastructure design services.
Located within the Imperial Valley’s vast agricultural basin, Sugar Valley Energy (SVE) is a shovel-ready multi-plant campus consisting of a sugarcane-to-ethanol biorefinery, bioelectrical power plant, and wastewater treatment and biogas production facility. The new campus will supply critically needed infrastructure for the region, excess power, biogas and wastewater treatment capacity for Imperial County communities. SVE also represents an economic boost for Imperial County and the region, with an investment of more than $1 Billion into its development and construction.
SVE will provide a long-term economically sustainable market for approximately 50,000 acres of sugarcane crop to produce the feedstock needed for its planned ethanol production. The project will secure long-term agreements with dozens of area farmers, providing a reliable and profitable crop for participating growers. Highly suited for growth in the Imperial Valley climate, sugarcane has a water requirement like the region’s existing dominant crops.
